So does every town have a theme that they use?
Many towns have one or two themes for their telephones, although some towns don't have any [poor them!]. Normally, it is only the occassional phone that will be dressed up as opposed to all of the phones. I suspect that the fun-phones are a northeastern phenomenon, as I did not see any in Sao Paulo or other southern cities. We looked all over for a cacao-phone when we were in Ilheus, but no such luck!
